No pilgrim shall be received on board any special trade passenger ship at any port or place in Bangladesh unless he- (a) is in possession of a return ticket, or (b) has deposited in the prescribed manner such sum for the purpose of defraying the cost of a return ticket as the Government may, by notification in the official Gazette, specify: Provided that the officer authorised in this behalf by the Government may, if he is satisfied that it is inexpedient in the special circumstances of the case to enforce all or any of the above requirements, exempt any pilgrim from the same.
