(1) Every sea going Bangladesh ship, not being a passenger ship, shall be constructed in accordance with such specifications, and shall be surveyed to such extent, in such manner and at such intervals, as may be prescribed. (2) The provisions of this section shall apply, in the same manner as they apply to a Bangladesh ship, to every other ship while she is within any port or place in Bangladesh, unless there is produced in respect of such ship-(a) a valid Safety Convention Certificate equivalent to a Cargo Ship Safety Construction Certificate; or(b) two valid Safety Convention Certificates, one of which is equivalent to a Qualified Cargo Ship Safety Construction Certificate and the other to a corresponding Exemption Certificate.
