323. (1) The Government may, by notification in the official Gazette, make rules to carry out the purposes of this Chapter. (2) In particular, and without prejudice to the generality of the foregoing power, such rules may prescribe the form of the Certificates referred to in sections 309, 310, 311, 312 and 313 and in sub section (4) of section 319, the charging of fees for the grant of such Certificates, the amount of such fees, and the manner in which they shall be recoverable.
