19. Subject to the provisions of this section, no public archives shall be removed from the National Archives to any other place for any purposes whatsoever: Provided that where any public office which has transferred to the National Archives any record, document, manuscript or other thing requires the same for inspection, such record, manuscript, document or thing may be forwarded to such office by the Director for inspection and that office shall return the same within such period as may be specified by the Director.
