46. (1) The Government shall decide any question or dispute which may arise with respect to the terminals charged by the railway administration. (2) In deciding the question or dispute, the Government shall have regard only to the expenditure reasonably necessary to provide the accommodation in respect of which the terminals are charged irrespective of the outlay which may have been actually incurred by the railway administration in providing that accommodation.
