(1) The Government may set up institutions for the training of the members and staff of Union Parishads, for the promotion of research in local government and allied subjects, and may, by rules, provide-(a) for the administration of such institutions;(b) for compulsory training of members and staff;(c) for the courses to be studied; and(d) for the holding of examinations and the award of diplomas and certificates to successful candidates. (2) Every Union Parishad shall pay towards the cost of the institutions set up under sub section (1) in such proportion as the Government may from time to time determine.
