99. (1) The Corporation may with the previous approval of the Government, establish and maintain animal homes where, subject to such terms and conditions and on the payment of such fees and other charges, as the by-laws may provide, the animals of private persons may by kept. (2) The Corporation may, with the previous approval of the Government, establish and maintain cattle farms and poultry farms and such farms shall be managed and administered in such manner as the by-laws may provide.
