Effect of laws, etc. inconsistent with the Ordinance
3. The provisions of this Ordinance and the rules made thereunder shall have effect notwithstanding anything inconsistent therewith contained in any other law for the time being in force or in any rule, regulation, bye-law, or in any other instrument.
