(1) Any land required by the Authority for carrying out the purpose of this Ordinance shall be deemed to be needed for a public purpose and such land may be requisitioned or acquired according to the requirements of the Authority. (2) Whenever the Authority decides to lease or sell land acquired by it from any person, it shall offer to that person, or his heirs, executors or administrator, as the case may be, a prior right to take on lease or to purchase such land, at a rate to be fixed by the Authority. (3) If, in any case, two or more persons claim to exercise a right offered under sub-section (2), to take on lease or to purchase any land, the right shall be exercisable by the persons who agrees to pay the highest sum for the land, not being less than the rate fixed by the Authority under that sub-section to the exclusion of the others.
