(1) The meetings of the Council shall be held at such times and places as may be prescribed: Provided that until so prescribed such meetings shall be held at such times and places as may be determined by the Chairman. (2) To constitute a quorum at a meeting of the Council, not less than eight members shall be present. (3) All questions at a meeting of the Council shall be decided by a majority of the members present and voting, and, in case of equality of votes, the person presiding shall have a second or casting vote. ¹[(4) All meetings of the Council shall be presided over by the Chairman or, in his absence, by the first Vice-Chairman or, in the absence of Chairman and first Vice-Chairman, the second Vice-Chairman or, in the absence of all, by a member elected for that purposed by the members present.]
