(1) The Chairman shall be the whole time officer and the chief executive of the Authority and shall be responsible for the efficient management and proper administration of the affairs of the Authority and shall examine such persons and functions as may be prescribed or as may be assigned to him by the Board or by the Government. (2) If a vacancy occurs in the office of the Chairman or if the Chairman is unable to discharge the functions of his office on account of absence, illness or any other cause, the member in-charge of operation and planning shall act as Chairman.
