7. (1) Save as hereinafter provided, the Board shall follow such procedure as may be prescribed. (2) The meeting of the Board shall be held on such date and at such time and place as may be determined by the Chairman: Provided that at least four meetings shall be held in each year. (3) To constitute a quorum at a meeting of the Board, not less than one-third of the total number of its members shall be present. (4) All meetings of the Board shall be presided over by the Chairman and, in his absence, by a member authorised by the Chairman in this behalf.
