Power to make rules
3. (1) The Government may, by notification in the official Gazette, make such rules as appear to it to be necessary or expedient for preventing the misuse of official vehicle by public servants.
(2) Without prejudice to the generality of the foregoing powers, such rules may provide for-
(a) inspection and checking of official vehicles by such person or authority and in such manner as may be specified in the rules;
(b) imposition by the authority by which an official vehicle is allotted or by such other authority as may be specified in the rules of such penalty, not exceeding the value of the vehicle, as may be specified in the rules for the contravention of any provision of the rules;
(c) the manner in which a penalty may be imposed and realised under the rules.
(3) Without prejudice to the provisions of this Ordinance or the rules made thereunder, the contravention of any provision of such rules shall be deemed to be a misconduct punishable under any law relating to the discipline of the public servant concerned.
