Certain proceedings deemed to be Judicial proceedings

19. Proceedings under sections 3, 4, 5, 10, 11, 12 and 14 shall be deemed to be judicial proceedings within the meaning of section 228 of the ¹[Penal Code], but notwithstanding anything contained in any other law, no prosecution for an offence punishable under that section in respect of any such proceedings shall be instituted except with the previous sanction of the Sub-divisional Magistrate.
