65. Every person subject to this Ordinance who,-(a) loses any Government or service property of which he has the charge or which has been entrusted to his care, or which forms part of property of which he has the charge or which has been entrusted to his care;(b) by negligence destroys or damages any Government or service property or allows any such property to be destroyed or damaged; or(c) wastefully expends any such property,shall be liable to suffer short imprisonment. Explanation.- It shall be a defence for a person charged under this section with losing any property that he took reasonable steps for its care and preservation.
