¹[18. Subject to such rules as may be made by the Government in this behalf, the Authority may create such posts and appoint such officers and other employees as it considers necessary for the efficient performance of its functions on such terms and conditions as may be determined by regulations: Provided that no post the maximum pay of which, excluding technical pay, if any, is above Taka 1,250 per month shall be created or filled up by the Authority except with the prior approval of the Government: Provided further that the creation of any post shall be subject to specific provision being made in the approved budget in that behalf.]
